April 1, 2022 Press Release City of Lindsay Announces New Director of Public Safety

The City of Lindsay is pleased to announce the selection of Rick Carrillo as the City’s new Director of Public Safety effective Friday, April 1, 2022. Chief Carrillo’s selection follows a competitive, nation-wide recruitment process involving a professional and community panel that included Lindsay City Councilmembers, Lindsay Unified School District representatives, Community Services Employment Training (CSET) representatives, and local law enforcement leaders in which Chief Carrillo prevailed as the top choice for Lindsay.

In addition to Chief Carrillo’s proven track record of strategic management and a commitment to the professional development of the personnel he leads, Chief Carrillo stood out in the recruitment process due to a demonstrated passion for community policing through engagement and interaction. Chief Carrillo is also bilingual (Spanish) and deeply familiar with Lindsay’s demographics and resources.

Chief Carrillo joins Lindsay with over 23 years of demonstrated law enforcement and leadership experience. He began his career with the Dinuba Police Department in 1999 as a patrol officer, followed by a stint with the Lindsay Police Department as sergeant before joining the Porterville Police Department in 2006, where he has served for the last 16 years with duties as Lieutenant, Special Weapons and Tactics (SWAT) Team Commander, Crisis Response Team Commander, and leader of the Porterville Police Department’s Peer Support Team.

“I am honored to make this appointment,” said City Manager Joe Tanner. “Not only is Rick a highly respected and regarded law enforcement officer with years of experience in Tulare County, but he also brings a level of energy, enthusiasm and an eagerness to move the City forward, address the City’s challenges, and take advantage of new opportunities.”

Chief Carrillo holds a Bachelor of Science degree in Criminal Justice Management. He is a native of Dinuba and a United States Marine Corps veteran. He has been married to his wife Mari for 20 years, is a loving father to one daughter and enjoys traveling throughout the United States.
