City Manager on Leave Pending Investigation

Lindsay, California, December 12, 2023

The City Council hereby announces that the City Manager, Joseph M. Tanner, is currently on administrative leave, effective immediately following the Special City Council meeting December 06, 2023. This decision is pending the outcome of an ongoing investigation.

The City upholds the highest standards of conduct and integrity for all its employees and officials. It is essential to ensure that all actions and decisions are made in the best interest of the community we serve. Accordingly, this administrative leave is a standard procedure and should not be interpreted as a pre-judgment of any kind.

In line with our commitment to transparency and due process, the City Council has authorized the City Attorney’s office to oversee the hiring of an outside investigator. The committee is tasked with conducting a thorough and unbiased review of all relevant matters. It is important to note that, as a matter of policy and in compliance with legal standards, personnel matters are strictly confidential. The City is dedicated to protecting the privacy rights of all its employees. Consequently, specific details regarding the investigation will not be disclosed at this time.

During this period, the City's operations and services will continue uninterrupted, under the guidance of an interim management structure, and Armando da Silva is currently the Acting City Manager.
